Short answer: Yes. If you live in one unit as your primary residence, an FHA loan lets you buy a Whittier duplex with 3.5% down, and 75 percent of the market rent from the other unit can be added to your qualifying income. A conventional loan can work with 5% down, but only when the loan amount stays at or under $1,066,250 (the 2026 baseline two unit limit), because the 5% down option does not apply to high balance loans. Triplexes and fourplexes on FHA must also pass a self-sufficiency test. Before you write an offer, confirm whether the address is in the City of Whittier or in unincorporated Los Angeles County, because the rent rules for your tenant are different.
Why this question comes up so often in Whittier
Whittier has a steady supply of older duplexes and small multi unit lots near Uptown Whittier, Whittier College, and the neighborhoods off Whittier Boulevard and the 605. For a first time buyer, a duplex can cost about the same as a single family home in nearby cities while the second unit helps carry the payment. The catch is that buyers hear "the rent pays your mortgage" and assume the lender counts all of it. It does not, and the rules differ between FHA and conventional loans.
FHA vs. conventional for an owner occupied Whittier duplex (2026 rules)
| FHA | Conventional (Fannie Mae) | |
|---|---|---|
| Minimum down payment | 3.5% with a 580+ score (lender minimums may be higher) | 5% on 2 to 4 units (standard or HomeReady), standard conforming loan amounts only |
| 2026 loan limit, LA County, 2 units | $1,599,375 | $1,066,250 for 5% down; up to $1,599,375 as high balance with a larger down payment |
| How rent from the other unit is used | 75% of the lower of appraised market rent or lease rent, added to income | 75% of gross rent supported by Form 1025 or the lease; how it is applied depends on your rental management experience |
| Triplex or fourplex extra test | Self-sufficiency test plus 3 months reserves | Program reserve and credit rules apply |
| Mortgage insurance | Upfront premium of 1.75% of the base loan (usually financed) plus annual premium | Private mortgage insurance, removable once equity requirements are met |
The FHA limit applies to the base loan before the financed upfront premium.
Example: what the second unit's rent does for you
Example data only, not a quote. Say you buy a Whittier duplex for $860,000 and the appraiser says the unit you will rent out would lease for $2,500 a month.
- FHA down payment at 3.5%: $30,100. Base loan: $829,900. Upfront premium (1.75%): about $14,523, usually added to the loan.
- Rental income added to your qualifying income on FHA: 75% of $2,500, or $1,875 a month.
- Conventional at 5% down: $43,000 down and an $817,000 loan, which is under the $1,066,250 baseline, so the 5% option is available.
Your full payment (principal, interest, taxes, insurance, and mortgage insurance) still counts against your income in both cases. Run your own numbers with our mortgage calculator, then call us to see the qualifying math with the rent included.
Triplexes and fourplexes: the self-sufficiency test
FHA requires three and four unit properties to be self-sufficient. The lender takes the appraiser's market rent for all units, including the one you will live in, subtracts a vacancy factor of the greater of the appraiser's estimate or 25 percent, and the result must equal or exceed the full monthly payment. You also need three months of payments in reserves after closing. In Whittier price ranges this test is often the reason a fourplex does not work at 3.5% down even when it fits under the loan limit, so we run it before you make an offer.
Whittier rent rules buyers should check before writing an offer
- City of Whittier: no general rent control ordinance. The City's local rent law covers certain mobilehome parks.
- Statewide AB 1482: rent caps and just cause rules generally do not apply to a duplex where the owner lived in one unit when the tenancy began and continues to live there. Triplexes and fourplexes do not get that exemption.
- Unincorporated "Whittier" addresses: South Whittier, West Whittier-Los Nietos, and other unincorporated areas follow the Los Angeles County Rent Stabilization and Tenant Protections Ordinance. It limits increases on properties with two or more units that had a certificate of occupancy on or before February 1, 1995. For July 1, 2026 through June 30, 2027, the maximum increase is 1.919% (2.919% for qualifying small property landlords), and covered units must be registered with the County Rent Registry.
A Whittier mailing address does not tell you which rule applies. Check the parcel on the County's tools or ask us to help you verify it during escrow.

Frequently asked questions
Can I buy a duplex in Whittier with an FHA loan and 3.5% down?
Yes, if you will live in one of the units as your primary residence. FHA allows 3.5% down with a credit score of 580 or higher (many lenders set their own minimum higher), and the 2026 FHA limit for a two unit property in Los Angeles County is $1,599,375.
How much of the rent from the other unit counts toward my income?
On an FHA purchase with no rental history, the lender uses 75 percent of the lower of the appraiser's fair market rent or the lease rent and adds it to your income. It cannot be subtracted from the mortgage payment. The rent is documented on the small residential income appraisal report (Form 1025) and any lease.
Do duplexes have to pass the FHA self-sufficiency test?
No. The self-sufficiency test applies to three and four unit properties only. For a triplex or fourplex, rent from all units (including yours) minus a vacancy factor of at least 25 percent must equal or exceed the full monthly payment, and you need three months of reserves after closing.
Is 5 percent down available on a conventional duplex loan?
Fannie Mae allows up to 95 percent loan to value on a two to four unit principal residence purchase, including HomeReady. That 5 percent down option does not apply to high balance loans, so on a duplex the loan amount must stay at or under the 2026 baseline limit of $1,066,250.
Does Whittier have rent control on duplexes?
The City of Whittier has no general rent control ordinance; its local rent law covers certain mobilehome parks. Statewide AB 1482 rent caps and just cause rules generally do not apply to a duplex where the owner lived in one unit at the start of the tenancy and still lives there. Addresses in unincorporated areas such as South Whittier and West Whittier-Los Nietos follow the Los Angeles County Rent Stabilization and Tenant Protections Ordinance, which covers properties with two or more units built with a certificate of occupancy on or before February 1, 1995.
Can I buy a Whittier duplex with a tenant already in place?
Yes. The lender will review the existing lease and the appraiser's market rent, and on an FHA loan it will use 75 percent of the lower of the two. Ask for the lease, rent roll, and deposit amounts early in escrow, and confirm whether the property is inside city limits or in unincorporated county territory, because that changes which rent rules apply.
